All you need to know about the process required to obtain your RPA Operator’s Certificate (ReOC) from the Civil Aviation Safety Authority (CASA)

 

The RPA operator’s certificate is what allows a company or individual to work for, hire or reward with an RPA – remotely piloted aircraft. If you wish to fly a remotely piloted aircraft in Australia which is outside of the excluded categories, then you must be licensed by CASA.

 

The excluded categories information refers to an amendment which was passed as of 29 September 2016 which reduces the cost and legal requirements for lower-risk remotely piloted aircraft (RPA). For more information on these amendments, please read this information on CASA’s website.

How to get your  RPA Operator’s Certificate / UAV Operator Certificate

 

In order to get your RPA operator’s certificate, you need to hold your remote pilot licence (RePL). There are two ways to do this:

 

1. If you are coming into the RePL with no prior knowledge, then you need to complete a course on this. We run the necessary courses – please click here for more information on the RePL

 

2. If you’ve passed an aeronautical knowledge exam for a flight crew licence, then you will be able to undergo operation (practical) training

 

Once you have your RePL, you can apply to get your own certificate.

The  RPA operator’s certificate is what allows a company or individual to work for, hire or reward with an unmanned system. The process to obtain this is more complex than obtaining a controllers or remote pilot certificate, but it is not a difficult process. As part of the process, you will need to compile an Operations Manual. This manual sets out the legal obligations that the company, Chief Controller and other controllers employed by or under agreement with the company need to adhere to on a day-to-day basis and when fulfilling the obligations of the ReOC.

 

The Operations Manual needs to detail how you will manage the risk of operating your RPA, to both the aviation community in the form of manned aircraft, as well as the general public. For this reason the operations manual may contain risk registers, safe work method statements, job safety assessments and any other measures or methods you will use to control the risk. If you are new to this industry or new to risk management, don’t panic. CASA has provided generic versions of these documents in their generic operations manual. You will need to fill out your company details and proposed company structure on CASA Form 041. CASA will need to be supplied with additional resources as well. These are;

  1.  Flight Manuals for each aircraft type you will operate (if buying from a manufacturer these should be supplied)

  2.  Maintenance Manuals – these will dictate your schedule of maintenance for different aircraft components

  3.  Details of proposed Chief Controller

  4.  Details of proposed Maintenance Controller

CASA will then review your application along with your suite of manuals to ensure compliance with the regulations. They will then request changes if required and this process may go back and forth until they are satisfied that the regulatory requirements have been met.

Renewal Process for RPA Operator’s Certificate / UAV Operator Certificate

 

Once you have achieved your certification as an RPA operator, your certificate is valid for 12 months initially. You are required to renew your ReOC after one year of operation, and after renewal, your certificate is valid for three years.

 

The ReOC renewal process involves:
• Notice to renew will be issued by CASA three months prior to your renewal date
• You must pay the renewal fee of $480.00
• CASA will contact you/the application regarding information which relates to the past 12 months of RPA operation
• A review will be performed by CASA, after which time the application will be endorsed for renewal (if satisfactory)
• A renewed flight certificate will be issued by CASA
